Abstract

Nigeria embarked on far reaching foreign policy initiative during President Ibrahim Badamasi Babangida’s regime between 1985 and 1993. One such initiative was the introduction of the technical aids corps scheme (TACS). The TAC Scheme fashioned after the American Peace Corps according to its initiators, was designed to help needy African, and other, countries fill certain gaps in their manpower needs. Since inception, the programme has recorded some successes and failure which this paper has tried to explore.
