Les Comités mixtes de sécurité humaine (CMSH) au Burundi : un régime de sécurité communautaire dans un contexte politique critique

Abstract

La police nationale du Burundi mise en place en 2004 a opté pour une philosophie de gestion et d’action dite police de proximité. L’opérationnalisation de cette philosophie a exigé la mise en place des Comités mixtes de sécurité humaine. La mission principale desdits Comités est de constituer un cadre d’alerte et de prévention. La crise politique de 2015 a révélé les aléas dans la conception, l’opérationnalisation et le suivi des activités permettant au régime politique en place d’y trouver un cadre explicatif à ses dérives. Nous inscrivant dans une approche socio-criminologique, nous illustrons le contexte normatif de ce régime de sécurité, mettons en exergue sa récupération politique et proposons, à partir des défis relevés, des pistes pour l’améliorer.

English Abstract

The National Police of Burundi, set up in 2004, has opted for a management and action philosophy known as community policing. The operationalization of this philosophy required the establishment of Joint Human Security Committees. The main task of these committees is to set up an early-warning and prevention framework. The 2015 political crisis revealed the hazards in the establishment, operationalization and monitoring of activities that allow the political regime in place to find an explanatory framework for its abuses. As part of a socio-criminological approach, we illustrate the normative context of this security regime, highlight its political appropriation and propose ways to improve it based on the challenges identified.
