An Analysis of Factors that Negatively Affect the Performance of Ward Committees in the Buffalo City Municipality

Abstract

The article reports on an investigation of factors that negatively affect the performance of ward committees in the Buffalo City Municipality with the aim of identifying strategies to improve performance. These factors include the limited ability of ward committees to influence municipal decisions pertaining to their wards, literacy levels and voluntary membership of ward committees. It also describes the role and functions of ward committees, and the differences between the roles of ward committees and those of community development workers.
