JO Olukotun

Abstract

Early acquisition of language and communication skills enhances and promotes effective communication and interactive processes among children who are visually impaired. These children require communication power for them to function effectively in spoken words among sighted persons. Acquisition of listening skills afford blind road users to move safely on the road .It is common knowledge that Nigerian roads are not only badly constructed but lack necessary signs and visual signals. In this article, language and communication skills were emphasized as essential tools to be acquired early enough in life for a visually impaired person to function effectively in the global village where Information Communication Technology (ICT) makes information and communication easy and accessible too. This article discussed some ITC equipment which makes learning not only accessible to the blind but also affordable .With IT facilities in place, learning can easily be brought to the doorstep of the visually impaired learner in form of distance learning, geographical location notwithstanding.
