Les politiques de décentralisation en Afrique francophone : Entre particularismes et défis

Abstract

Au sortir des années 1990, les États africains francophones ont connu des bouleversements sociopolitiques qui ont conduit à la mise en place des  politiques de décentralisation pour impulser le développement local et favoriser la participation des citoyens dans la gestion des affaires locales. La  décentralisation devrait permettre, aux nouvelles structures locales, d'identifier les leviers sur lesquels elles agiraient pour améliorer les conditions et  cadres de vie des populations. Ce texte se propose d'analyser les politiques de décentralisation dans cinq pays francophones en passant en revue les  mécanismes fonctionnels et les particularités socio spatiales de chaque pays.

English title: Decentralization policies in francophone Africa: Between specificities and challenges

At the end of the 1990s, French-speaking African states experienced sociopolitical upheavals which led to the implementation of decentralization policies to boost local development and promote citizen participation in the management of local affairs. Decentralization should allow the new local structures  to identify the levers on which they would act to improve the living conditions and frameworks of the populations.This text proposes to analyze the  decentralization policies in five French-speaking countries by reviewing the functional mechanisms and the sociospatial particularities of each country.
