Reading in South Africa: an overview of policy, programmes and campaigns since 1994

Abstract

This paper focuses on the need for literacy education and a reading policy in South Africa. A summary of statistical information about learners and schools is provided. The policy frameworks that shape literacy education and current provision and campaigns are described and critiqued. It is argued that a national policy is needed that focuses specifically on reading.
