The entire 196 teachers and 16 supportive staff formed the sample. The research instrument for the study was a questionnaire tagged Human Resources Acquisition and Utilisation Questionnaire (HRAUQ). The researchers personally administered the questionnaire to the respondents. Teacher- Student Ratio and Teaching Workload Ratio were used in measuring the utilisation rate of teachers. Findings of the study revealed that Teacher-Student Ratio was 1:13. Teachers only taught students for 19 periods per week as against the recommended 22 periods per week. In conclusion, human resources in public secondary schools for students with special needs in Oyo State were inadequate while those available were being under-utilised.
