Nigeria Fertilizer Policy: A Critque Of The Policy Making Process

Abstract

The article reviews the policy formulation process and its impact on fertilizer policy in Nigeria. A descriptive approach was utilized to analyze past fertilizer policies and their impact on fertilizer usage in the country. Public policy formulation in the world today is dynamic and fast becoming complex for policy makers to grapple with. This is why policy formulation in Nigeria, especially in the fertilizer sector, has not lived up to expectation. Most of the
federal government policies on fertilizer have proved ineffective and often a response to the short-comings of previous policies. It needs to move beyond rhetoric to an evidence-based policy formulation process, whereby rational decisions are taken based on adequate and up-to-date data.
