Contribution de l’exportation des grumes et equarris de teck a l’economie du Togo

Abstract

Cette étude se propose d’évaluer la contribution des entreprises exportatrices de teck à la création de richesse au Togo, dans le but de susciter chez les décideurs la nécessité de réformes dans un secteur à forte propension informelle. Il s’agit spécifiquement  d’estimer la valeur ajoutée produite par ces exportateurs et le nombre d’emplois créé  entre 2013-2014. Pour ce faire, un échantillon d’entreprises représentant 62% de part de ce marché et les gestionnaires de 36% des parcs où transite ce bois ont été enquêtés.  Les informationssur le chiffre d’affaires, les coûts de commercialisation, les consommations intermédiaires et le nombre d’employés intervenant dans la chaîne de commercialisation  ont été recueillies. Il en ressort que 9 095 emplois dont 291  permanents et 8 804 temporaires sont créés et ce commerce occupe au moins 20 catégories socioprofessionnelles. Le coût d’achat d’un conteneur de 20 pieds (10 m3) de grumes s’élève en moyenne à 2 427 257 ±457 413 F CFA contre 2 714 301 ±453 351 F CFA pourcelui d’équarris. C’est la phase d’exploitation qui revient le plus cher. Le conteneur est vendu à l’exportation au prix moyen de 258 571 F CFA/m3 pour les grumes et 297 143 F CFA/m3 pour les équarris. Ce commerce génère un chiffre d’affaires global moyen de 7,77 milliards F CFA et a contribué à hauteur de 0,01% au PIB nominal par an. Il permet de dégager 573,58 millions F CFA de recettes publiques en moyenne par an à l’Etat contre 47,11 millions F CFA pour les Collectivités locales. La valeur ajoutée moyenne créée est de 245,72 millions F CFA par an dont 86,79% va aux exportateurs sous forme de bénéfice net. Des gains d’efficience peuvent être acquis si on supprime la fiscalité informelle et la fraude fiscale de la chaîne.

English Title: Contribution of the logs and cans of teak export to the economy of Togo

English Abstract

This study aims to assess the contribution of the teak exporting firms to the wealth  creation in Togo in order to help by the decision makers, the need for reforms in a sector with high informal propensity. This is about specifically assessing the value added produced by the exporters and the number of jobs created between 2013-2014. To this end, a sample of firms representing 62% of that market and the managers of 36% of this wood transit yard were surveyed. The information on the turnover, marketing costs,  intermediate consumption and the number of employees involved in the chain were collected. It revealed that 9,095 jobs including 291 permanent jobs and 8,804 temporary jobs are created and this trade involved at least 20 socio professional categories. The purchase cost of a logs container is averaged CFA F 2,427,257 ±457,413 against CFA F 2,714,301 ±453,351 for a container of the cans of teak. The logging stage is the most expensive. The container is sold for export at an average price of 258,571 CFA F /m3 for logs and 297,143 CFA F /m3 for the cans of teak. This trade produced an annual average overall turnover of 7.77 billion CFA francs and contributed 0.01% to the nominal GDP per year. It allows generated CFA F 573.58 million of the public revenues to the State against CFA F 47.11 million for the local Government per year on average. The average value added created is CFA F 245.72 millions, out of which 86.79% go to the exporters in the form of net income. The efficiencies can be gained if the informal taxation and the skimming of the chain are eradicated.
