Impact socio-environnemental de l’exploitation du sable marin sur le développement humain durable dans la commune de Grand-Popo au Bénin

Abstract

L’exploitation du sable marin par la population riveraine de la Commune de Grand- Popo au Sud-Ouest du Bénin a pris ces dernières années, une ampleur avérée. Le caractère systématique de cet enjeu socioéconomique reste jusque-là inexploré. En effet, l’exploitation du sable marin dans cette contrée s’est ouverte et évolue du fait de l’urbanisation galopante de la Commune liée à l’érection des bâtiments d’habitation et des centres commerciaux. L’autre fait majeur est lié à la diminution drastique des ressources issues de la pêche lagunaire et des cocoteraies qui sont des anciennes activités pratiquées par les populations dans cette région. Ce qui les oblige à se tourner à l’exploitation du sable marin. L’étude de type quantitatif et qualitatif cherche à comprendre l’impact socio environnemental de l’exploitation de ce substitut d’activité sur le  développement local de la population de la Commune de Grand-Popo. L’enquête a concerné 72 exploitants du sable marin, chargeurs sabliers, transporteurs, membres de comité de gestion des carrières de sables et élus locaux de cette commune. Les résultats révèlent que l’exploitation du sable marin des côtes marines de Grand- Popo se fait au vu et su de la Mairie qui en tire profit par la perception des taxes. En outre, cette exploitation sauvage accentue l’érosion côtière et n’améliore guère les conditions de vie économique et sociale des populations qui s’y adonnent particulièrement les femmes vendeuses du sable marin, mais les appauvrit davantage. Il urge en conséquence de trouver des solutions alternatives de survie des populations par l’exploitation du sable lagunaire hors plage.

English Abstract
The exploitation of marine sand by the resident population of the City of Grand- Popo in southwestern Benin has in recent years proved magnitude. The systematic nature of this socio-economic issue remains hitherto unexplored. Indeed, the exploitation of marine sand in this country is open and evolves due to the rapid urbanization of the City related to the erection of residential buildings and shopping centers. The other important fact is related to the drastic reduction of resources from the lagoon fishing and coconut groves that are ancient activities practiced by people in this region. Forcing, them to turn to the exploitation of marine sand. The study of quantitative and qualitative seeks to understand the social and environmental impact of the operation of the substitute activity on the local development of the population of the City of Grand- Popo. The survey involved 72 operators’ marine sand hourglasses loaders, transporters, members of the Management Committee for sand quarries and local representatives of this county. The results show that the exploitation of marine sand sea coast of Grand -Popo is done with the full knowledge of the Mayor who profits by collecting taxes. In addition, the uncontrolled exploitation increased coastal erosion and does little to improve the conditions of economic and social life of the people who indulge especially women traders sea sand, but even poorer. It is urgent therefore to find alternatives population survival by exploiting the lagoon sand out of range.
