Abstract

Not enable of providing quality drinking water on a permanent basis, water distributors Companies leave their zone of activity encroached by new actors who despite their number und the growing population to
satisfy cannot make head in the institutional structure sector. To renovate the sector, reforms had been put into place which saddly did not reach many countries, but only the companies’ legal status. If in this context some chose the privatization, the concession or through delegation instead of companies, others like Togo has opted for state-owned based on private management. The results of these political analysis shows that only companies have derived, much benefits from it. The disconnected number of people from
water did not change nor to say increased and yet reducing more the reputation of city known as stable concerning free access to pure water by them increasing the sphere of potential actors. At this juncture,
the last resort of connection to drinking water are drilling holder, nearest water sellers, water tankers which are doing a remarkable work but are always loving on the fringe of official actors. Their identification, integration and the recognition of their work will enable a better visibility and a better control of the of the communication space and to create a new necessary institutional environment.
