Effective state must first undo ‘dirty history’ of colonialism and apartheid

Abstract

The author argues that a functioning state is the product of the efficiency and social effectiveness of its administration. South Africa, unfortunately, is afflicted by numerous administrative ills. In this article he puts forward the view that the best way to address the inevitable  contradictions of capitalism is through a powerful and effective public service.
