International experience shows that a key challenge for the development; enhanced market access; and potential competitiveness of small, medium and micro enterprises (SMMEs) is to deepen their integration into industry value chains. The goal of this article is to analyse the role and changing activities of one South African support programme for SMME development, the Tourism Enterprise Programme, which is committed to integrating SMMEs into tourism value chains.
