Abstract

Fifteen years into South Africa’s democratic experience, the African National
Congress (ANC)-led government is faced with protest action associated with a
perceived lack of basic service delivery and systemic corruption at the sphere
of local government. Since 2004, many communities have resorted to violent riots, destroying schools, libraries and houses of underperforming local government councillors. This article focuses on the mandate of the Zuma administration and the key challenge of service delivery at the sphere of local government. The intention of the article is to provide, in the context of the developmental state, an overview of the challenges the Zuma administration faces in delivering basic services at the local government sphere.
