Abstract

The World Summit on the Information Society (WSIS), is the third major event in the history of the international community on issues of information and communication. The first meeting was held in 1948 with the development and adoption of the Universal Declaration of Human Rights. The article 19 guarantees the freedom of opinion and expression, and the receipt of information regardless of frontiers and by any means. The second main event in 1970. Concerns the position of the movement of non-aligned countries on issues of information and communication, requiring the International Organization for Education, Science and Culture to set up a new system of information and communication (NWICO), which was ratified by UNESCO on 22 November 1978. The organization has established an international commission to discuss issues of communication in the world, under the direction of the Irish Sean MacBride. Commission has identified a number of problems for the information society, including the north / south imbalance.
