Abstract

The parliament is an all important arm of modern democratic practice. The fact is understood by the profusion of writings on the subject matter across different political systems. While not an invention of democracy, its existence is yet, sine-qua-non to the democratic project. This paper is an attempt at exploring the nuances of this cardinal institution both in its evolution and development, functions and contemporary relevance. It is realised that contemporary parliaments have suffered fluctuating fortunes both in the discharge of its traditional roles as well as in its relation with especially the executive arm of government. As a way out, there is the need for parliaments to develop an internal capacity that would assist the effective discharge of these constitutional roles as well as assist in winning the fight against an overbearing and ever bourgeoning executive arm.
