Impact of Performance Management Systems in Enhancing Organizational Development in the Public Sector in Tanzania; A Case study of Kinondoni Municipal Council and National Social Security Funds –Kinondoni Regional office
Abstract
Performance Management Systems (PMS) have become an important instrument for improving employee performance, organizational accountability, service delivery, and institutional development in the public sector in many parts of the world. This study examined the role of PMS in enhancing organizational development at Kinondoni Municipal Council (KMC) and the National Social Security Fund (NSSF) Regional Office Kinondoni, Tanzania. The study was guided by Goal Setting Theory. A mixed-methods approach and case study design were adopted. Data were collected through structured questionnaires and semi-structured interviews involving employees, managers, and departmental heads. Out of 120 questionnaires distributed, 108 were returned and 104 were usable, giving a valid response rate of 86.7%. Quantitative data were analysed using descriptive statistics, while qualitative data were analyzed thematically. The findings indicate that PMS is relatively well established in both institutions we studied, with goal setting and performance monitoring emerging as particularly strong practices. The findings further indicate that PMS contributes to organizational development through improved efficiency of service delivery, employee motivation, transparency, accountability, and strategic alignment. Pearson correlation results showed significant positive relationships between all PMS dimensions and organizational development. Qualitative data aslo confirmed that PMS promotes accountability and performance improvement but is constrained by inconsistent supervision follow-up, weak performance-based rewards, limited ICT capacity, heavy workloads, and inadequate organizational learning. The study concludes that PMS can greatly enhance organizational development when implemented continuously rather than merely as an administrative compliance process.
