COMMENT: Federal Intervention versus State of Emergency: Observations relating to the 2023 State of Emergency in the Amhara Regional State of Ethiopia

Abstract
The Council of Ministers of the Federal Democratic Republic of Ethiopia (FDRE) had declared State of Emergency in the Amhara Regional State on the 4th of August 2023, which was later endorsed by the FDRE House of Peoples’ Representatives. The Federal Government posed the state of emergency as being a response to a request from the then-president of the Amhara Regional State. Having examined the Federal Government’s response to the reportedly made request in light of the law that regulates the relation between the Federal Government and a region with a deteriorating peace and security, this comment observes that the Federal Government’s attempt to link the state of emergency to the request from the Regional Government is contrary to the truth, an underlying requirement of transparency. Moreover, the misleading information provided, including through official media outlets, would jeopardize the trust relationship that should exist between citizens and their government.
