Influences de l’occupation illégale des espaces publics en milieu urbain : cas des communes de Biscuiterie et Grand Dakar Impacts of the illegal occupation of public spaces in urban areas: The case of the municipalities of Biscuiterie and Grand Dakar

Abstract

Englobant à la fois des dimensions spatiale, sociale et économique, la plupart des espaces publics en Afrique sont aujourd’hui fortement investis par diverses activités humaines. Cet article vise à comprendre les dynamiques d’occupation des espaces publics urbains (formes et facteurs explicatifs) et leurs effets induits dans les communes de Biscuiterie et Grand Dakar. En effet, à travers des enquêtes de terrains, l’exploitation de données statistiques et l’observation, l’étude analyse les formes et les facteurs de l’occupation illégale des espaces publics ainsi que leurs impacts. Les résultats obtenus montrent, d’abord, que l’occupation illégale des espaces publics résulte de plusieurs facteurs dont l’urbanisation et la forte pression démographique ainsi que le chômage et le manque d’emploi notamment des jeunes et des femmes. Ensuite, l’occupation illégale se présente sous plusieurs formes comme l’occupation des trottoirs et des rues par les marchands, l’occupation des alentours des édifices et des institutions publics par les marchands et les mendiants mais aussi un processus de « cantinisation » des rues marchandes par les artisans. Enfin, ces différentes occupations irrégulières affectent considérablement la mobilité urbaine par le congestionnement, la dégradation du cadre urbain et de la qualité de vie ainsi que l’insécurité (risques d’incendies et d’accidents) qu’elles créent.


Encompassing spatial, social, and economic dimensions, most public spaces in Africa are now heavily used for various human activities. This article aims to understand the dynamics of urban public space occupation (forms and explanatory factors) and their effects in the municipalities of Biscuiterie and Grand Dakar. Through fieldwork, statistical data analysis, and observation, the study examines the forms and factors of illegal occupation of public spaces and their impacts. The results show, firstly, that the illegal occupation of public spaces stems from several factors, including urbanization and high population density, as well as unemployment and lack of employment opportunities, particularly for women. Secondly, illegal occupation manifests itself in several forms, such as the occupation of sidewalks and streets by vendors, the occupation of areas surrounding public buildings and institutions by vendors and beggars, and also a process of "cantinization" of market streets by artisans. Finally, these various irregular occupations considerably affect urban mobility through congestion, degradation of the urban environment and quality of life, as well as the insecurity (risks of fires and accidents) that they create.
