Agricultural Extension Innovation System for Rural Development

Abstract

Agricultural extension in Nigeria has evolved from traditional knowledge-sharing systems to structured government-led models and, more recently, to participatory and digitally driven innovation approaches. This transformation reflects a broader shift towards an Agricultural Innovation System (AIS), which conceptualises innovation as an interactive, multi-actor process involving farmers, research institutions, extension agencies, private-sector actors, financial institutions, and policy bodies. Within this framework, rural development extends beyond increased agricultural output to encompass income growth, market integration, social inclusion, institutional strengthening, and environmental sustainability. Unlike conventional top-down models focused primarily on technology transfer, the AIS framework positions extension as an innovation broker that facilitates linkages, knowledge exchange, market access, and collaborative learning. By strengthening interactions among actors and institutions, extension contributes to improved productivity, livelihood diversification, climate resilience, and inclusive rural transformation. However, persistent challenges such as inadequate funding, weak institutional coordination, low extension worker-to-farmer ratios, and unequal access to digital technologies continue to constrain its effectiveness. Strengthening a functional and inclusive extension innovation system is therefore essential for achieving sustainable and transformative rural development in Nigeria.
