Les institutions dans l’economie neo-institutionnelle: une analyse synthetique de leur importance, role, origine et evolution

Abstract

Longtemps marginalisées par les théories néoclassiques les institutions jouissent de nos jours d’un intérêt particulier dans l’économie néo-institutionnelle. Celle-ci considère les institutions comme étant la base des structures d’incitation dans le processus de développement. Elles jouent un rôle déterminant dans l’allocation des ressources car elles prédéfinissent la dotation initiale des ressources des individus, définissent les règles d’agrégation et de pondération des intérêts individuels et elles dissuadent et punissent les comportements violant les règles. C’est le développement des institutions qui explique la prospérité ou la décadence des nations. Les institutions peuvent émerger d’elles-mêmes ou être crées. Malgré leur caractère de forte stabilité, les institutions peuvent évoluer, se transformer. Leur changement peut être analysé aussi bien sous l’aspect des «Bénéfices-Coûts » que celui des «actions de groupes d’intérêts ». Au lieu d’évoluer certaines institutions peuvent cependant perdurer dans leur forme initiale lorsque la création ou l’utilisation de nouvelles institutions alternatives est lié à des coûts de transaction excessivement élevés.

English Title: The institutions in the New Institutional Economic: A synthetic analysis of their importance, origin and evolution

English Abstract

Long ago marginalized by the neoclassic theories, institutions enjoy nowadays a great interest by the New Institutional Economic. It considers the institutions as the base of incentive structures in the development process. Institutions play a great role in the resources allocation, since they predefine the initial resources endowment of individuals, define the rules of aggregation and weighting of individual interests, dissuade and punish the behavior violating the rules. The prosperity or the decadence of nations can be explained by the development of institutions. Institutions can emerge from themselves or be created. Despite their feature of strong stability, institutions show also dynamic character and can change. This change can be analyzed under the aspect of “Benefit-costs” but also of the “interest groups action”. Instead of changing some institutions can however persist in their initial form, when the creation or the use of new alternatives institutions is related to extreme high transaction costs.
