La question de la gouvernance du sport au Senegal The issue of governance of sport in Senegal

Abstract

La gouvernance a suscité des réflexions et continue à intéresser divers champs de la vie sociale. Aussi, n’a-t-elle pas épargné le champ du sport dans le contexte international et national. De manière générale, elle pose la question des conditions de gestion du sport. Dans le cadre du sport sénégalais, elle est soumise à des contraintes qui méritent d’être identifiées. Une réflexion sur la gouvernance du sport au Sénégal charrie des questions subsidiaires, afférentes aux différentes parties prenantes, à leur participation, ainsi qu’aux limites des actions des acteurs du sport. A cette fin, il été question de revenir sur l’approche de la gouvernance par les parties prenantes ou Stakeholder Governance qui implique une perspective d’analyse s’appuyant sur la participation de tous les acteurs concernés. Les données obtenues à partir de l’approche qualitative et des interviews montrent que les parties prenantes sont, pour l’essentiel, celles publiques et associatives. Néanmoins, la participation des parties prenantes publiques est prépondérante relativement aux questions financières, décisionnelles et infrastructurelles. Celles associatives, s’appuyant sur l’autonomie du mouvement sportif, se disputent la gouvernance du sport sénégalais aux parties prenantes publiques.

ABSTRACT
Governance has stimulated reflection and continues to interest various fields of social life. Also, she did not spare the field of sport in the international and national context. In general, it raises the question of the conditions of sport management. In the context of Senegalese sport, it is subject to constraints that deserve to be identified. A reflection on the governance of sport in Senegal carries subsidiary questions related to the different Stakeholders, to their participation, as well as to the limits of the actions of the actors of the sport. To this end, it was a question of returning to the Stakeholder Governance approach, which implies an analytical perspective based on the participation of all stakeholders. The data obtained from the qualitative approach and the interviews show that the Stakeholders are, essentially, those public and associative. Nevertheless, the participation of Public Stakeholders is paramount in relation to financial, decisionmaking and infrastructure issues. Those associations, relying on the autonomy of the sports movement compete for the governance of Senegalese sport to Public Stakeholders.
