Reinvigorating National Directorate of Employment as Strategic Actor in Unemployment Governance in Nigeria: Pathway to Sustainable Development

Abstract

This study investigates National Directorate of Employment (NDE) programme and unemployment reduction in Enugu State Nigeria.. Descriptive survey research design was adopted, with a total population of 286 randomly selected NDE beneficiaries. Data were collected using structured questionnaire. ,, in-depth interview and focus group discussion guide.The data were analyzed using descriptive statistics and hypotheses were tested using chi-square non-parametric statistics. The findings revealed that NDE’s vocational skills development programs has not made any significant impact in unemployment reduction in Enugu State., Furthermore, the NDE’s entrepreneurial initiatives has not equally enhanced youth economic empowerment. The study concludes that NDE has not achieved the intended purpose it was created The study thus recommends that the NDE should expand its vocational training programs to cover a wider range of market-relevant trades, incorporate emerging digital and technical skills, and ensure that beneficiaries are provided with adequate start-up tools or equipment. This will not only improve employability but also enable trainees to immediately apply their skills in income-generating ventures. This will include the government providing enough resources for the implementation. To deepen the impact of its entrepreneurial programs, the NDE should increase access to start-up grants or low-interest loans, create a friendly business environment to nurture and host small scale businesses.
