Each article is double-blindly reviewed by one reviewer identified within St. Augustine University of Tanzania (the JSD publisher), drawn from the editorial advisory board, or through the editors’ personal acquaintances. Efforts are made to identify reviewers with expertise in the topic under discussion in the respective manuscript. Unfortunately, that is not always possible and when a perfect ‘match’ cannot be found a reviewer is asked to assess the piece according to general criteria of scholarship. The final decision on the acceptance of an article is the managing editor’s in consultation with the editor-in-chief. The time for a review to be returned to the editors varies, but reviewers are normally asked to return reviews within three months of accepting to review a manuscript. Reviewers who accept to review an article for JSD are asked to fill an article evaluation form where the article is assessed according to different criteria. The evaluation form also asks the reviewer to write comments and suggestions for the author. The JSD call-for-papers published together with each volume of the journal also set some guidelines for reviewers.
