The standard charge
One APC, disclosed before submission
The standard APC for an accepted JEERESD article is 100 USD. It applies to original research, reviews, case studies, short communications, perspectives, commentaries, and policy or practice papers. There are no additional page, colour-figure or supplementary-file charges.
Editorial notices, corrections, expressions of concern and retractions do not carry an APC. An invited contribution is exempt only when the written invitation explicitly confirms the exemption.

Editorial independence
Editors and reviewers do not see waiver information.
Manuscripts are evaluated for scope, quality, originality and integrity. Ability to pay, waiver status and payment discussions are handled administratively and do not influence peer review or editorial decisions.
Waiver policy
Publication should not be blocked by genuine inability to pay.
Authors may request a full waiver or a partial reduction. Decisions consider the complete circumstances of the corresponding author and the manuscript; eligibility does not guarantee approval.
01 Absence of publication funding
The corresponding author has no grant, institutional publication budget or other source able to cover the APC.
02 Resource-constrained setting
The authors work in a setting where the standard charge would create a genuine barrier to publication.
03 Early-career or student-led work
The manuscript is led by a student or early-career researcher without funded institutional support.
04 Independent or community research
The work is produced outside a funded university or commercial research programme and serves a clear public-interest purpose.
05 Exceptional circumstances
Conflict, disaster, displacement or another documented circumstance substantially limits the author’s ability to pay.
Full waiver100% of the APC
For circumstances demonstrating that no reasonable publication funding is available.

When some support is available but the standard APC remains a substantial barrier.

How to request support
A simple and confidential process
A request should contain only the information needed to assess eligibility. Authors should not send bank statements, passwords or unrelated sensitive personal documents.
01 Request
Send the request at submission or before an invoice is issued. Late requests may not be applied retrospectively.
02 Explain
Provide the manuscript title, corresponding author, institution, country, funding status and a concise reason for the request.
03 Assessment
Administrative staff assess the request separately from editors and reviewers using consistent criteria.
04 Decision
The journal communicates whether a full waiver, partial reduction or standard APC applies before payment is requested.

When is payment requested?
An official invoice is issued only after editorial acceptance and before final publication. Peer review must be completed before payment is requested.
How should payment be made?
Use only the authorised payment instructions shown on the JEERESD invoice. Never send payment to an individual or to details supplied through an unverified message.
Who may pay the APC?
The author, institution, funder, employer or another authorised sponsor may pay. The invoice should identify the payer accurately.
What is the refund policy?
Duplicate or incorrect payments are refundable. If JEERESD cancels publication for reasons unrelated to author misconduct, the APC is refunded. Once production and publication are completed, fees are generally non-refundable except when the journal made a billing error.

Peer review
All submitted manuscripts are subject to a rigorous double-blind peer-review process. The reviewers are selected based on their expertise and knowledge in the field. The review process typically takes 4-6 weeks. The final decision on acceptance or rejection of a manuscript is made by the Editor-in-Chief based on the reviewers' comments and recommendations.

Peer-review policy
How manuscripts are evaluated
JEERESD uses double-blind peer review: authors and reviewers do not receive each other’s identities. Editorial decisions remain the responsibility of the assigned editor.
- Submission checks
The editorial office checks completeness, anonymisation, journal fit, originality indicators and essential ethical declarations.
- Editorial assessment
An editor evaluates relevance, scientific quality and readiness for external review. Manuscripts may be declined at this stage with reasons.
- Independent review
Research articles proceeding to publication must undergo double-blind review by at least two independent external reviewers selected for subject and methodological competence.
- Author revision
Authors receive anonymised comments and must provide a point-by-point response explaining every revision or reasoned disagreement.
- Editorial decision
The editor considers the manuscript, reviewer reports and author responses. The decision may be accept, minor revision, major revision or reject.
Reviewer responsibilities
Independent, constructive and confidential
- Accept assignments only when the subject and method can be assessed competently and on time.
- Disclose conflicts promptly and decline when impartiality may be affected.
- Protect manuscript confidentiality and never use unpublished information for personal advantage.
- Base comments on evidence, explain major concerns and avoid hostile or discriminatory language.
- Do not delegate review or use generative AI to produce scientific assessments. Language editing requires disclosure and adequate confidentiality safeguards.

Editorial independence
Decisions based on scholarly merit
The publisher supports the journal but does not determine whether an individual manuscript is accepted or rejected. Editors make decisions from the manuscript’s relevance, validity, originality, clarity and contribution to the journal’s readership.
When an editor, board member or publisher-affiliated author submits a manuscript, that person is excluded from its handling, reviewer selection and decision. The paper follows the same documented review standards as any other submission.

JEERESD publishes open-access articles under the Creative Commons Attribution 4.0 International licence (CC BY 4.0), unless an article displays a different notice. Authors retain copyright while granting publication rights to the journal. Reuse must provide appropriate credit, link to the licence and indicate changes.
Editorial decisions are independent of payment
Fees are considered only after editorial acceptance. Eligibility for a waiver or discount is not shared with reviewers and does not affect manuscript evaluation.
